What is the Electronic Platform for Asset Liquidation (PLABI)?

It is a public electronic portal for the publication of assets belonging to microenterprises in liquidation. From the Platform, liquidators can manage the assets added through the submission of the initial forms from the Electronic Microenterprise Service (Form 2: Application for opening by debtor (TRLC art. 691. 1 and 3) or Form 4: Acceptance of application and opening by the debtor (TRLC art. 691 quinquies. 1. 1º)), as well as assets added through the Platform, after the opening of a special liquidation procedure.

Publication will be mandatory on the Electronic Platform for Asset Liquidation whenever it is stipulated in the liquidation plan. Only in exceptional cases contemplated in the liquidation plan will it be done externally to PLABI.

What functionalities does PLABI have?

From the Electronic Platform for Asset Liquidation (PLABI), microenterprises in liquidation can advertise the assets, grouped in lots, that they have registered in the Electronic Microenterprise Service through their initial forms (Form 2: Application for opening by debtor (TRLC art. 691. 1 and 3) or Form 4: Acceptance of application and opening by the debtor (TRLC art. 691 quinquies. 1. 1º)) or added directly from the Platform, as well as manage them through PLABI. This publication will be carried out automatically every Monday and Wednesday at 11:00 am.

In addition, it is possible to include the Liquidation Plan documents in the judicial procedure and respond to any queries raised about their lot. Users can also save lot announcements as favourites.

The published announcements will include the main details and characteristics of the assets, and may include the means by which their auction or direct sale is being carried out.

What type of assets can be found in PLABI?

In PLABI, you can find all types of assets in liquidation belonging to microenterprises that need to auction or sell their assets to settle outstanding debts with their creditors upon closing their business.

Who publishes the assets on PLABI?

The liquidators of the microenterprise in liquidation create the announcements of the assets displayed on the Platform, being ultimately responsible for the information available in PLABI. For the purposes of managing publicity and announcements in PLABI, it is reported that only those identified in the forms of the Electronic Microenterprise Service (SEM) as Debtor, Lawyer, Solicitor or, where appropriate, the Insolvency Administrator appointed by the judicial body for the procedure and duly reflected in SEM, may do so on behalf of the microenterprises in liquidation.

If an Insolvency Administrator is appointed in the procedure, this will be the only profile able to create lot announcements. The rest of the profiles (debtor, legal or procedural representative) will only be able to view the published and unpublished announcements of assets in liquidation, as well as the information available in their private area.

What information appears on the assets?

The available data will depend on the information provided by the microenterprise in liquidation. The basic fields are price, description of the asset, possible charges, photographs, as well as other details about the location, type of asset, its characteristics and liquidation conditions.
